Delegates of NARS visited Paris to participate in the 30th Annual International Federation of Library Associations and Institutions (IFLA) Pre-conference and Switzerland to pay a visit to the Parliamentary Control of the Administration (Controle Parlementaire de l' administration, Parlamentarische Verwaltungs kontrolle). The delegation was headed by Lee Jung-hwa, Director General of Planning and Management Office, and included Ms. Choi Sun-young, Director of Planning and Cooperation Division, and Mr. Shim Woo-min, Legislative researcher. The official visit took place from August 12 to 16, 2014.

IFLA is an international body founded in September 1927 in Edinburgh, Scotland to represent the interests of library and information services. It now has about 1,700 members in about 150 different countries around the world1. NARS has participated in IFLA annual conferences since 2008. Delegates for this year's pre-conference took part under the theme of 'The Parliamentary Library: Past and Future.'

Around 170 people from 60 countries around the world joined the 30th IFLA pre-conference, which was hosted by France. The meeting began with a presentation on French Parliament, and followed by introduction of each country's cases. Mr. Shim Woo-min represented NARS and gave a presentation on 'The Relationship between Legislative Research Service and Library Service: Case of the Republic of Korea.' The delegates also promoted the upcoming 5th International Seminar on Supporting Better Law Making.

As a final leg of the trip, the delegation visited the Parliamentary Control of the Administration in Switzerland and discussed methods and procedures of legislative impact assessment. Through the meeting, delegates gained insights regarding the legislative impact assessment. Nicholas Grosjean, deputy head of the Parliamentary Control of the Administration, hoped that the two legislative bodies would continue sharing experiences and deepen mutual relations.

The visit provided an opportunity to expand NARS's network with major parliamentary research services and to gain information on institutionalization of the legislative impact assessment.
