
NARS held its 1st Advisory Committee in 2019 in the main building of the National Assembly on June 4.
This was the first such meeting since the inauguration of Kim Ha-joong, Chief of the National Assembly Research Service(NARS).
Attending the meeting were twenty-three new advisors, including Chairman Chung Jae-hwang (Professor of Sungkyunkwan Law School), and 7 senior members of NARS, including Kim Ha-joong, Chief of NARS.
Starting with Kim Ha-joong's speech, a ceremony was held to select the chairman and award the certificate of appointment.
After Park Tae-hyung's report on the status of NARS¡¯s recent work in 2019, members of the committee asked questions and provided advice.
The advisors emphasized the need to introduce an ¡®Ex-Ante Legislation Impact Analysis System¡¯ for good legislation,
and suggested measures to strengthen the competence of NARS¡ªincluding strengthening the expertise of legislative inspectors and hiring more professionals¡ªfor the quality of legislative support services.
Members also made in-depth suggestions to strengthen the status and functions of NARS, including the maintenance of professionalism, neutrality, and discrimination to enhance the quality and reliability of the report,
and ways to objectively analyze and provide reports by major overseas research and analysis institutions such as the OECD.
"Thank you for your understanding and interest on the tasks such as legislation impact analysis that NARS is facing," said Kim Ha-joong, Chief of NARS.
"We will make constant efforts to reflect committee members¡¯ advice so that NARS can improve the quality of legislative support services based on their expertise and political neutrality."
