NARS NEWS: NARS Holds Its 1st Advisory Committee in 2018
 On Tuesday, February 20, NARS and the Korean Association of Party Studies co-hosted a seminar on ¡®Constitutional Amendment, Consensus and Determination: Decentralization of power and capacity building of the National Assembly¡¯. The event was held at the main conference hall of the National Assembly Memorial Hall.

Public consensus for amending the Constitution is at an all-time high. Such amendment requires consensus and determination of politicians. Recognizing the importance of the issue, NARS held the seminar to seek solutions for building capacity of the National Assembly.

Dr. Kwak Jin-Young, Chief of the Korean Association of Party Studies, provided opening remarks, while Chung Sye-kyun, Speaker of the National Assembly, delivered the congratulatory speech and Dr. Lee Nae Young, Chief of NARS, gave welcoming remarks.

Sim Jiyeon (honorary professor at Kyungnam University) served as the moderator of the first session and Kang Won-Taek (professor at Seoul National University) gave a presentation on ¡®Conditions and Possibilities of the Constitutional Amendment in 2018: How can we amend the Constitution?¡¯ After the presentation, Choi In-ho (member of the Democratic Party of Korea), Joo Kwang-deok (member of the Liberty Korea Party), Lee Tae-kyu (member of the Bareunmirae Party), Chang Hoon (professor at Chung-Ang University), Lee Hyeon-Woo (professor at Sogang University), Kim Min-Jeon (professor at Kyung Hee University) shared their opinions.

Under the title ¡®Decentralization of Power and Capacity Building of the National Assembly¡¯, a second session was held, with Jin Young-Jae (professor at Yonsei University) serving as moderator. The session included two presentations: the first by Kim Hyung-joon (professor at Myongji University), who presented on ¡®Suggestions for Future-oriented Constitutional Amendment for Sustainable Development: Focused on Strengthening Legislative Capacity of the National Assembly¡¯; the second by Son Byung Kwon (professor at Chung-Ang University), who presented his ideas on ¡®Constitutional Amendment Issues on Strengthening Audit and Financial Capacity of the National Assembly¡¯. Following the presentations, Lim Jong-Hoon (professor at Hongik University), Kim Yong-Bok (professor at Kyungnam University), Kim Seong-Jun (chief of the research department of Board of Audit and Inspection of Korea), and Jeon Jinyoung (legislative researcher at NARS) shared their views on the detailed measures needed to strengthen the capacity of the National Assembly.
