Title - Legal Prospects of Non-investment Crowd-funding and Its Legislative Tasks

Summary: Recently, high expectations have been placed on crowd-funding(i.e., raising money from a number of people via the Internet). In fact, the Park Geun-hye administration has set as one of the tasks of its key policies on the creative economy as the introduction of crowd-funding.
Nevertheless, relevant policies have been concentrated on investment crowd-funding. Thus, not much attention has been paid to non-investment crowd-funding involving no real market transactions.
In light of this, the authors of this brief categorizes non-investment crowd-funding into that by donation, reward, and lending, and then present legal prospects and detailed legislative tasks for each.

Title - Current State and Implications of the Domestic and Overseas Private Rented Sector

Summary: Since 2009, as the housing demand around the capital area has moved toward a high demand on the private rented sector, the housing market has rapidly undergone restructuring. The housing market system in Korea had been developed mainly around mass production and supply; however, the private rented sector had not been well-developed. This report illustrates the domestic and overseas (UK, US, Australia, France, and Germany) cases to draw factors that would be applicable to establish a more reliable and durable system for the private rented sector, and then presents the requisite legislative tasks.

On 19 September 2014, the National Assembly Research Service held a joint seminar on 'School Dropouts and Juvenile Runaways: Current State and Policy Tasks' with the Research Forum for Gender Equalities (which is a research organization of members of the National Assembly) and the National Youth Policy Institute.
The purpose of the seminar was to establish a foundation for legislation supporting healthy environment for school dropouts and juvenile runaways. Despite the high estimated number of dropouts and juvenile runaways (i.e., 280,000) , there have been no real efforts made to grasp the reality of the situation, nor have systematic supports been put in place.
At the seminar, Senior Researcher Yoon Chul-kyung (National Youth Policy Institute) and Researcher Kim Ji-yeon (National Youth Policy Institute) presented on the topics 'Current State of School Dropouts and Suggested Policy Tasks' and 'Policy Directions to Protect Juvenile Runaways and Legislative Tasks'.
In the following session of comprehensive discussion, Professor Kim Sung-ki (Hyupsung University), Attorney Kim Cha-yeon (Dongcheon Foundation), Mr. Jang Jae-young (Chief, Center for School Dropouts), Mr. Park Yong-seok (Manager, Kyeongsangbuk-do Shelter for Male Juvenile), Researcher Cho Ju-en (NARS), and Director Lee Keum-soon (Youth's Self-independence Division, the Ministry of Gender Equality and Family) were invited to discuss the topic presentations.
