On September 17, NARS held a seminar on Pilot Legislative Impact Assessment at the main conference hall. NARS initially launched a task force for Pilot Legislative Impact Assessment to run pilot studies to test and develop ideas for assessing impact of legislations. The seminar gathered members of the task force to present and discuss their progress.

During the seminar, researchers gave presentations on three main topics. You Woon-jo presented on Impact Assessment Analysis on the Real-estate Investment Immigration under the Immigration Control Act. This was followed by Kwon Young-hoon's presentation on Additional Punishment on Habitual Drinking Drivers under the Road Traffic Act. Kim Jun, head of the Environment and Labor team, presented his view on A Bill on the Use of the Genetic Resources and Distribution of Benefits. Outside experts Ji Yoon-seok, research associate from the Korea Transportation Safety Authority, Chung Cheol-woo, professor at the Korean National Police University, and Yoon Gye-hyeong, research associate from the Korean Legislation Research Institute, served as panel discussants.

Kim Jun's regulatory impact analysis report critically reviewed a bill proposed by the government and suggested alternative ways to conduct impact analysis. During the seminar, Mr. Kim's report was touted as one which could further enhance NARS's capabilities for regulatory impact assessment.
