Title - Work Handover for Chiefs of Local Governments: Current State and Future Tasks

Summary: This report examines the current state of work handover for chiefs of local governments and outlines the legislative challenges for successful transition. The report includes research conducted on a transition committee that operated during the June 2010 local elections. Up until now there has been no legal basis for the establishment of transition committees. The committee was temporarily led by the head-elect. Therefore, to avoid confusion during the early phase of local government leadership and to secure stability and consistency, it is necessary to have a valid legal basis for operating a transition committee.

Title - Deployment of New and Renewable Energies in Korea-Problems and Tasks

Summary: This report examines problems and solutions for the current deployment policies of new and renewable energies in Korea. Among OECD countries, Korea's electricity generation and capacity from renewable energy ranks at the bottom of the list. However, government’s support for new and renewable energies is on the decline. The report also points out that Korea has not yet introduced renewable portfolio standard (RPS) requirements. Through comparison studies between overseas cases and that of Korea’s, the report suggests solutions for renewable energy deployment policy.

On June 9, 2014, the National Assembly Research Service (led by Chief Koh Hyun-wook) jointly held a seminar on 'Poverty of the Elderly and Elderly Care Services' with the National Human Rights Forum (led by Representative Hwang Woo-yeo).
As many as eleven MPs participated in the seminar, including Hong Il-pyo, Chang Yoon-seok, Roh Chul-rae, Moon Dae-sung, Lee Man-woo, Sohn In-choon, Lee Jasmine, You Jee-young, Moon Jeong-lim, and Joo Young-soon. Chief of the National Assembly Research Service, Dr. Koh Hyun-wook, also attended the seminar.
Director General of the Society and Culture Research Office, Lee In-seob, served as the moderator and Professor Moon Jin-young from Sogang University Graduate School of Theology served as the chairperson of the seminar. The seminar was divided into two sessions-discussion on cash benefits and in-kind benefits.
The first session dealt with the 'Current Status of Poverty among the Elderly and Consequent Political Tasks.' Researcher Kim Tae-wan from the Korea Institute for Health and Social Affairs made a presentation; Professor Lee Ju-ha of the Public Administration Department at Dongguk University and Vice-commissioner Park Kyung-ha of the Korea Labor Force Development Institute for the Aged served as panelists.
Discussion during the second session focused on 'The Status of Elderly Living Alone and Consequent Political Tasks.' Won Si-yeon, NARS legislative researcher, served as the session's speaker. Ku Jae-kwan, professor of Social Welfare at Yeon sung University and Min Dong-se from the Korea Social Care Service Association served as panelists.
