On June 9, 2014, at the policy briefing to the new Speaker of the National Assembly, the National Assembly Research Service(NARS) proposed a reform plan to strengthen its research service capabilities.

In the SWOT analysis of NARS's function, one critical factor that needed to be addressed was members' satisfaction with NARS's research results, which have been affected by the quantitative expansion of requests. Based on its mid-to-long-term development plan set in 2013, NARS laid out plans to reorganize and reestablish its functions, improve its staff capacity, and strengthen its internal and external cooperation.

In particular, to reinforce its parliamentary support, NARS pledged to further build up its capacity for analyzing overseas policies and legislative impact assessment. To improve professionalism, NARS decided to conduct more rigorous performance evaluations and establish a system for hiring outstanding experts.

Briefed about the reform plan, Speaker Chung Ui-hwa said, "It is crucial for the National Assembly Research Service to strengthen its function to make the National Assembly productive," adding that "NARS should find ways to hire top legislative experts and to encourage competent researchers to continue working at NARS."
