Strategy” to be Held Enforcement of the Framework Act on Artificial
Intelligence (Jan. 22, 2026) calls for full-scale discussions on the
role of an “AI Government”

National Assembly, academia, and government to present practical solutions, noting that an AI-driven government will determine national competitiveness
□ The National Assembly Research Service (Chief Lee Kwan-hu) will hold a seminar titled “Administrative Challenges for Realizing the National AI Strategy” on Friday, January 9, 2026, at 10:00 a.m. in Seminar Room 1 of the National Assembly Members’ Office Building.
○ This seminar is co-hosted by the National Assembly Research Service, the Korean Association for Public Administration, Rep. Shin Jung-hoon, Chair of the National Assembly Public Administration and Security Committee, and the Presidential Council on National Artificial Intelligence Strategy. It has been organized to comprehensively discuss the role of government required in the era of artificial intelligence (AI), ahead of the enforcement of the Framework Act on Artificial Intelligence (January 22, 2026) and the government’s implementation of the National AI Strategy and Action Plan (Draft).
□ This seminar holds great significance, as in the AI era, the government are expected to perform the function of supporting the spread of AI nationwide and advancing the use of AI in public administration.
○ The government must ensure the stable expansion of AI by improving legal and institutional frameworks, expanding key infrastructure such as GPUs and data centers, and fostering AI professionals. At the same time, it must actively utilize AI within public administration to enhance the precision of policymaking and improve the quality of administrative services.
○ If these two functions fail to operate effectively, there is a risk that both global competitiveness and policy credibility will be undermined simultaneously. Therefore, in this phase of AI diffusion, a comprehensive discussion to redefine the government’s role and responsibilities is a critical task that can no longer be postponed.
□ To this end, the seminar will present the direction of an AI-driven government through a keynote speech on the national AI strategy and presentations on administrative challenges.
○ First, Lim Moon-young, Vice Chair of the Presidential Council on National Artificial Intelligence Strategy, will deliver a keynote speech titled “National AI Strategy and Action Plan” outlining key directions of the national AI strategy and future policy tasks.
○ Next, Prof. Myung Seung-hwan of Inha University (Chair of the AGI New Governance Special Committee of the Korean Association for Public Administration) will present on “AGI and the New Values of Public Administration: Theoretical Reconstruction and the Expansion of AI Public Resource Governance.” The presentation will outline the direction of the paradigm shift in public administration centered on the core values of New Public Administration (NPA) and the redesign of AI public resource governance systems.
□ The subsequent panel discussion will be moderated by President Sung Si-kyung of the Korean Association for Public Administration, with participation from Prof. Han Se-eok (Dong-A University), CEO Lee Kyung-il of Saltlux, writer Noh Han-dong, Senior Research Fellow Lee Jae-ho of the Korea Institute of Public Administration, Legislative Research Officer Jung Jun-hwa, of the National Assembly Research Service, Director General Bae Il-kwon of the AI Government Infrastructure Bureau at the Ministry of the Interior and Safety. The panelists will engage in in-depth discussions on: strategies for implementing an AI-native government, institutional issues related to the Framework Act on Artificial Intelligence, challenges in the AI transition in the public sector, and innovation in public service delivery.
