NARS and Google Discuss Status and Improvement of Cloud Computing
  On Thursday, February 20, 2020, the National Assembly Research Service (NARS) held a meeting with delegates from Google Cloud to discuss the current status and prospects of cloud computing. This meeting on ‘Current Status and Prospects of the Global Cloud Computing Industry and Policy’ was hosted by the Science, Media and Telecommunications Team at NARS. Among the participants were Pablo Chavez, Vice President of Global Public Policy and Barbara Navarro, Director of Strategy and Operations for Asia Pacific at Google.

Prior to the meeting, delegates met with Mr. Kim Ha-joong, Chief of NARS. Mr. Kim reaffirmed the importance of cloud computing and its role in the Fourth Industrial Revolution and hoped that the Google Cloud region in Seoul - part of Google’s global cloud infrastructure - will work hand in hand with South Korean enterprises. Mr. Kim also asked the Google delegates to play an active role in bringing about world peace and industrial development by using on Google Maps the term “East Sea” to refer to the marginal sea located between the Korean Peninsula, Russia and the Japanese archipelago.

During the meeting Pablo Chavez summed up the three characteristics of global cloud computing industry as follows: enhanced security, creation of digital platform for innovation through application service, and expanded cloud interoperability. He added that cloud computing has now passed its initial stage and is starting to take its significant place in economic, social, and cultural realms, which is why related rules and legal framework are needed.

Lee Soon-ki, Head of the Science, Media and Telecommunications Team at NARS, pointed out that if edge computing - a distributed computing paradigm where data does not have to traverse over a network thanks to 5G communications, artificial intelligence, and semiconductors - reaches its mature stage, there needs to be a boundary with cloud computing. Mr. Chavez added that while edge computing performs simple and repetitive tasks, cloud computing is needed for creating value for stakeholders through analyzing important data and data which requires interconnection.

Korea is now in the middle of the Fourth Industrial Revolution, which is characterized by digitization, mobility, and hyper-connectivity. As the so-called three data bills - the individual privacy protection act, the telecommunications network act, and the credit protection act - go into effect as early as August this year, there is a growing interest and demand for cloud computing. To address the needs, based on what NARS has learned from this meeting, NARS plans to further study and engage in legislative support to develop industry ecosystem, expand utilization of cloud computing, and improve domestic cloud enterprises.
