NARS Holds a Seminar on 'Improvements for Child Abuse Preventive System: Focusing on the Child Abuse Protection Center'
  On Thursday, March 12, NARS held a seminar on 'Improvements for Child Abuse Preventive System: Focusing on the Child Abuse Protection Center' at seminar room no. 2.

The seminar was held as one of a pilot study to identify on-site problems and develop effective solutions for the child abuse protection center based on the experiences shared by the center’s workers. ‘Ways of reforming child protection system’ is one of the tasks the Ministry of Health and Welfare is conducting to follow the so-called ‘Inclusive State’ agenda.

Ryu Jeong-hee (Researcher at the Korea Institute for Health and Social Affairs) examined the necessity of inclusive state child care policy and child protection system reform while pointing out the weakness in child abuse response system, lack of child protection infrastructure and services, and inadequate public accountability. Ryu also laid out necessary tasks such as addressing the budget and staffing resources, roadmap for child protection system reform by 2022, and ways to strengthen expertise of local government officials and civil servants case management team.

Chae Sung-yong (Head of the Seoul Eastern District Child Protection Agency) went on to point out problems in the current response process to child abuse from report to case management and added that without the necessary budget and staffing, child protection system reform is hard to accomplish. He also added that it is important that every sector (including central and local government, national center for the rights of the child, local community services, police, courts and schools) has a clear understanding of its role and authority and that they agree on ways to cooperate.

Through this seminar NARS was able to understand problems faced by child protective center workers while carrying out the child protection system reform under the ‘Inclusive State’ agenda. After discussing the problems participants came up with possible solutions and shared the common goal to build a clear network among different sectors and to gain expertise through adequate budget and staffing.
