Title - Current State of the Elderly Care Service and Tasks for Improvement

Summary : This report deals with the Elderly Care Service Project which provides seniors who are poor and living alone with special services such as the safety and health check service or the housekeeping service, and connects the elderly to various local welfare services. As the project is operated based on detailed project guidelines, the researchers combined the existing literature with field research covering not only the urban but rural areas (Gangdong-gu and Nowon-gu in Seoul; Goheung-gun, Jeollanam-do; Uiseong-gun, Gyeongsangbuk-do; Yuseong-gu, Daejeon) to properly capture the reality. The report shows the current state of the project in terms of its administrative operation, provision of the Care Service, and supply and demand of the service, and suggests tasks for its improvement.

Title - The Improvement of the Korean Wave Index and Tasks on Applying It to Policy-making Activities

Summary : This report proposes directions to improve the Korean Wave Index to enable the development of relevant policies and the strategic utilization of specialized companies. The new Korean Wave Index consists of a share of the Korean Wave contents, the Korean Wave profits, and the contents¡¯ preferences so that the Index can examine if the contents are competitive enough to maximize the profits, and can predict the sustainability of the Korean Wave contents themselves. Furthermore, to enhance the applicability of the Index to policies, the report suggests that the classification system for the content industry shall reflect the development of the Korean Wave and be rearranged to enable domestic and overseas comparison.

On May 13, 2014 the National Assembly Research Service (Chief: Koh Hyun-wook) held a seminar on ¡®A Discussion of Current Economic Issues from a Legal-Economic Perspective¡¯ jointly with the Korean Law and Economics Association (President: Prof. Kim Il-joong) in the main conference room of the National Assembly Research Service.
At the seminar, Professor Woo Seok-jin (Myongji University), Professor Kim Du-ol (Myongji University), and Professor Ko Hak-soo (Seoul National University, School of Law) made presentations. Professor Woo explained the theoretical background of the optimum tax system and made a presentation on the evaluation of the tax system and plans for improvement. Professor Kim drew up a plan on punitive damages to replace the criminal liability in the field of economics based on the correlation of the systems of punitive damages and penalty surcharge. Finally, Professor Ko spoke on the protection of personal information from a legal-economic perspective.
The presentations were followed by comprehensive discussion involving Professor Park Sang-won (Hankuk University of Foreign Studies), Legislative Researcher Lim Un-seon (Public Finance and Economy Team), Professor Lee Dong-jin (Seoul National University, School of Law), Attorney Kang Tae-uk (Bae, Kim & Lee LLC.), and Legislative Researcher Lim Dong-chun (Team Leader, Finance and Fair Trade Team).
National Assembly member Baek Jae-hyun (The New Politics Alliance for Democracy) who delivered the congratulatory address stated that ¡°it is time to think seriously about the establishment of an optimum economic management system,¡± adding that ¡°this seminar is meaningful in that it rationalizes a model for economic analysis of law, making the most of what¡¯s in the field of economic legislation, and sets out an optimal system.¡±
