Title - Major Issues in Wet-waste Shredding as an Alternative Solution to Food Waste Disposal in Households and the Legislative Tasks for Its Improvement

Summary: In 1995, the government banned installing wet-waste shredders in sinks for the reason that they cause shutdowns of sewage disposal plants that shred food waste. However, installing disposers in sinks is under consideration by the government again, and the decision will be made by December 31, 2013. This report points out the following: 1) if such shredding is permitted again, the effects on the public sewage system must be carefully examined; 2) other alternatives, apart from wet-waste shredders in sinks, should be taken into consideration; 3) gathering public opinion is important before permitting wet-waste shredders, as well as acknowledging and informing the public of the fact that the shredding disposal systems can be used in a limited places where sewage systems function well; 4) the government should devise regulation measures against similar usage or illegal (unlawful) activity in advance; 5) a permit (license) system should be introduced for the use of such disposal units in individual households; and 6) the related laws and regulations will need to be revised.

Title - Policies to Narrow the Gap between Large and Small Enterprises: Issues surrounding the Tongyang Group crisis and remaining legislative tasks

Summary: As the five affiliates of the Tongyang Group finally filed for court receivership, the entire corporate bond market began to dwindle. The number of individual investors who bought high-risk bonds issued by those affiliates is estimated to be 49,000. These investors lost more than 1.7 trillion KRW (1.6 billion USD). As a result, controversy reemerged on several issues: the issuing and selling of corporate bonds prior to filing for court receivership; the abuse of funds by bank owners for private use; and the offering of financial customer protection and supervisory service. This report suggests the need for the following changes: the obligations of CEOs with regards to creditor protection need to be set; the application of the current separation of banking and commerce into non-banking financial institutions need to be enhanced and extended; the financial supervisory system needs to be reformed and a relief fund program that is able to help retail investors who have sustained financial losses should be launched.

A seminar on "A Pilot Study on Legislative Impact Assessment" was held in the NARS main conference hall on Monday, September 30, 2013. The taskforce team has been conducting this pilot study on major bills in parliament since 2010, as well as a regulatory impact analysis of some legislative bills introduced by the government this year. This seminar aimed to present the results of these studies conducted by the taskforce for the first half of the year.
The meeting was presided over by Lee In-seob, Director of the Society and Cultural Research Office. NARS researchers delivered presentations on their respective team's subject field: Kim Joon, head of the Environment and Labour Team; Jeon Jin-young, legislative researcher of the Political and Parliamentary Affairs Team; Sim Woo-min, legislative researcher of the Science, Media & Telecommunications Team; and Cho Joo-eun, legislative researcher of the Health, Welfare, Family and Gender Equality Team.
The following researchers also contributed to the debate session: Lee Kyung-hee and Cha Hyun-sook, members of the Research Administration Department at the Office of Legislative Impact Assessment Research Team of the Korea Legislation Research Institute; Kim Hyun -gwi, researcher of the Institution Research Team at the Constitutional Research Institute; and Kim Eun-kyeong, Senior Research Fellow of the Criminal Trends & Statistics Centre in the Korean Institute of Criminology.
