NARS Holds 7th – 9th NARS Perspectives and Discussion
  From July to September 2021, the National Assembly Research Service (NARS) held its monthly forum ‘NARS Perspectives and Discussion’.

  This forum invites authorities in various fields for the purpose of facilitating expert discussion to promptly identify and approach critical issues that could affect state affairs and the country’s future. After each issue-focused presentation, forum-style discussions are held with experts at NARS in order to derive germane legislative and policy implications.

  Each forum is moderated by the Chief of the National Assembly Research Service and includes presentation from a top expert and designated discussion from a relevant expert and a NARS legislative research officer.

  The seventh forum was held on Wednesday, July 28. Kim Sun-eun (Chairperson of the Presidential Committee on Autonomy and Decentralization) was invited to speak on “Local Autonomy as National Strategy and Balanced Development” and Ha Hye-young (Legislative Research Officer of NARS Public Administration and Safety Team) took part as designated discussion panelist. This year marks the 30th anniversary since the reorganization of local autonomy in 1991. The forum examined the expansion of local autonomy and its direction, and strategies for a balanced regional development were discussed.

  The eighth forum was held on Tuesday, August 31. Invited expert Lee Joung-woo (Professor Emeritus of Economics and Trade at Kyungpook National University) spoke on “Countermeasure Against Polarization of Income and Wealth” and Hwang In-uk (Legislative Research Officer of NARS Public Finance and Economy Team) took part as designated discussant. Causes of deepening economic polarization were diagnosed and countermeasures were sought from the perspective of fairness.

  The ninth forum was held on Wednesday, September 29, with Chung Rae-kwon (Former Ambassador for Climate Change of the Republic of Korea) speaking on “How Should We Protect our Environment?” and Lee Hye-kyung (Legislative Research Officer of NARS Environment and Labor Team) joining the discussion. Root causes of environmental problems were identified and solutions for carbon neutralization were suggested in accord with sustainable development.
