On Monday, November 9, Speaker Park Byeong-seug appointed Dr. Kim Man-heum, President of the Korea Academy of Politics and Leadership, as the 8th Chief of the National Assembly Research Service. Speaker Park presented Dr. Kim with a certificate of appointment on Tuesday, November 10, 2020.

  While awarding Dr. Kim with the certificate, Speaker Park asked him to “Inherit what needs to be inherited, but be bold in fixing what needs to be fixed and when supporting parliamentary activities, it is important to take an objective view.”

  On Wednesday, November 4, after the approval of the House Steering Committee, Dr. Kim said in his remarks, “I will spare no effort to fully support the parliamentary activities of the National Assembly members and to make NARS as one of the most trusted legislative support institutions ensuring public confidence.” He went on to pledge that “To make NARS an institution where staff take pride in their work, I will prepare to make a new leap forward.” After earning his B.A., M.A., and Ph.D. in Political Science in the Department of Political Science at Seoul National University (SNU), Dr. Kim taught and researched on elections, political parties, and Korean politics at SNU and Catholic University of Korea. He also served as Human Rights Commissioner of the National Human Rights Commission of Korea, Commissioner of the 18th National Assembly Election Boundary Delimitation Commission, President of the Korean Academy of Politics and Leadership, and commentator and anchor of different broadcasting services where he gained his expertise on state affairs.
