NARS Holds a Seminar  on ‘Measures for Effective Management and Utilization of Railway Infrastructure’”
  On Friday, December 4, National Assembly Research Service (NARS) held an online seminar on ‘Measures for Effective Management and Utilization of Railway Infrastructure,’ which touched upon ways to enhance the effectiveness of railway facility management and utilize efficiently the idle railway sites. The seminar started with presentations and was followed by discussions with six experts.

  Since most of the railroads—which have improved people’s living conditions and stimulated regional economic development—were constructed during the period of Korea’s rapid economic development, a significant deterioration of these railroads is expected. Moreover, the number of idle railway sites is growing due to development of alternative routes and railway lines. In this regard, NARS provided a venue to discuss ways to systematically manage railway infrastructure and to effectively utilize the idle sites.

  Choi Jin-seok (Director of the Korea Transport Institute Division for Railway Safety and Rail Industry) delivered a presentation on the status and problems of the current railway facility management system of national, urban, and private railways. His presentation was titled “Measures to Improve the Effectiveness of Railroad Facility Management.” During his presentation he mentioned the necessity of revising relative laws in order to enhance the effectiveness of railroad facility management, and also proposed a paradigm shift of railway facility management and digitalization of management.

  Ku Seju (Legislative Research Officer of NARS Land, Transport and Maritime Affairs Team) introduced the current status of idle railway sites, their utilization, and related laws. Ku also presented legislative and policy agendas for improving the utilization of idle railway sites.

  After the presentations, a wide range of opinions were exchanged on necessary policy measures to improve railroad facility management system and to further utilize idle railway sites.

  Through this webinar, participants agreed that the management of railway facilities should be carried out from a life cycle perspective, that the maintenance and improvement need to be organically connected, and the revision of related laws and systems are necessary for diversification of idle railway site utilization projects.
