Conference ‘Methods and Cases of Data Based Legislative Impact Analysis’ Celebrating the Opening 
of the 21st National Assembly and the 30th Anniversary of the Korea Legislation
  On Wednesday, July 22, 2020, the National Assembly Research Service (NARS) co-hosted a conference with the Korea Legislation Research Institute (KLRI) on ‘Methods and Cases of Data Based Legislative Impact Analysis’ in celebration of the opening of the 21st National Assembly and the 30th anniversary of the Korea Legislation Research Institute.

  The opening address was provided by Kim Ha Joong (Chief of NARS), welcoming address by Kim Hyeong Yeon (Minister of the Ministry of Government Legislation), and Keynote Speech by Kim Kye-hong (President of the KLRI) in the opening session of the conference.

  Following this, Kang Hyun-Cheol (Senior Researcher of the KLRI) presided over the first session where Yu Jae Kook (Legal Affairs Deputy Director of NARS Planning and Legal Affairs Division) and Jung Joonhwa (Legislative Research Officer of NARS Science, Media and Telecommunications Team) gave presentations on ‘Data-based Ex-Ante Legislative Impact Analysis’ and ‘Data-based Ex-Post Legislative Impact Analysis,’ respectively. Following the presentations, Cha Hyun Sook (Director General of the KLRI Department of Future Legislation Projects), Park Wonho (Professor at Seoul National University Department of Political Science), and Lee Soo-ah (Budget Analyst of the Seoul Metropolitan Council Budget Policy Division) took part in the session’s discussion.

  The second session was presided over by Oh Myungho (Director General of NARS Politics and Administration Research Office). Kim Yoon Jung (Member of the KLRI Department of Innovative Legislation Projects) and Choe Yukyong delivered presentations on ‘Data-based Legislative Evaluation on the Act on the E-Commerce Transaction’ and ‘Data-bases Legislative Evaluation on the Distribution Industry Development Act,’ respectively. Kwon Sung-hoon (Legislative Research Officer of NARS Science, Media and Telecommunications Team), Kim Hyun-soo (Professor at Pusan National University School of Law), and Chi Yoon-chul (Professor at Konkuk Law School) participated in the discussion.

  The conference, which took place to celebrate the opening of the 21st National Assembly and the 30th anniversary of the Korea Legislation Research Institute, served as a venue for in-depth discussions on the methods and cases of legislative impact analysis for better lawmaking.
