NARS and the National Human Resources Development Institute Sign Memorandum of Understanding
The National Assembly Research Service (NARS), headed by Chief Lee Kwan-hu, signed a memorandum of understanding with the National Human Resources Development Institute (NHI), headed by President Lim Chae Won, on July 7 to strengthen legislative and policy capabilities across the public sector.
Drawing on the expertise and educational capabilities of both institutions, the agreement was established to enhance public officials’ understanding of the legislative process and strengthen their policy analysis capabilities, both within and outside the National Assembly.
The two institutions agreed to respond to the rapidly changing legislative and administrative environment in the era of digital transformation, with a particular focus on the use of artificial intelligence and data. They will also examine major issues related to national human resources development and identify the policy tasks necessary to address them. Through these efforts, the institutions plan to incorporate legislative and policy analysis perspectives into education and training for public officials and strengthen the foundation for practical, work-oriented training.
More specifically, the two institutions will cooperate in a wide range of areas, including providing instructors with expertise in legislation and public administration; facilitating regular personnel exchanges; jointly developing and utilizing education and training programs; sharing data for educational, legislative, and policy research; and holding joint seminars.
“I hope this cooperation will bring a stronger legislative and policy analysis perspective to education and training for public officials by drawing on the combined experience of both institutions,” said NARS Chief Lee Kwan-hu. “We will continue to pursue diverse and sustained forms of cooperation to strengthen the legislative and policy capabilities across the public sector.”
