The 19th NARS Perspectives and Discussion -Response Direction of the Korean Society Toward Demographic Crisis
  On Friday, July 29, the National Assembly Research Service (NARS) held its 19th ‘NARS Perspectives and Discussion’ Forum under the theme “Response Direction of the Korean Society toward Demographic Crisis.” The forum was held via virtual platform.

  This forum invites authorities from various fields for the purpose of facilitating expert discussion to promptly identify and analyze critical issues that could affect state affairs and the country’s future. After each issue-focused presentation, forum-style discussions are held with experts at NARS in order to derive germane legislative and policy implications.

  In the 19th Forum, panelists discussed Korean society’s direction and response to the country’s demographic crisis, one of Korea’s emerging agendas after 2000s. The forum was moderated by the Chief of the NARS Dr. Kim Man-heum, and a keynote speech was delivered by the Head of Aging Society Research Institute Professor Lee Sam Sik (professor of Hanyang University and former Subcommittee Chair of Presidential Committee on Aging Society and Population Policy).

  The presenters and moderator engaged in expert discussion on the topic and were later joined in discussion by designated panelist Park Seonkwon (Legislative Research Officer of NAR). A Q&A session followed with viewers online.

  In his keynote, Professor Lee diagnosed aspects of the shrinking total and increasing senior population in Korea. Presently, Korea is entering the 2nd stage of an aging society, the degree to which is not comparable to any other country in the world. The rapid decrease of the economically active population and sudden increase of its elderly was likened to a fall from a ‘demographic cliff’ with the eventual impact on society to be immense.

  Due to the Law of Inertia, this demographic trend cannot be easily averted. It is difficult to expect tangible effects, such as the rise of the birth rate, even from the implementation of short-term policies. He emphasized that it is necessary for every administration to consistently expand investment in increasing the country’s birth rate, going beyond the five-year single term of each president.

  Through this 19th forum, it is reaffirmed that the unavoidably deepened and stagnant ultra-low birth rate requires measures that seek to rebound the birth rate in Korean society. This forum offered an opportunity to infer the implications of Korean society’s demographic crisis and discuss possible solutions that seek to adjust the overall frame of the low birth measures through an assessment of the current measures.
