NARS Holds the 10th International Seminar for Parliamentary Research Services
  The National Assembly Research Service (NARS) hosted its 10th International Seminar for Parliamentary Research Services at Seminar Room #1 in the National Assembly Members¡¯ Office Building on Thursday, November 7, 2019.

The International Seminar for Parliamentary Research Services brings together parliamentary research services from around the world to exchange knowledge and information, share insightful experiences supporting legislative activities, and to discuss legislative and policy issues. It was first founded in 2010 and has been held annually since.

This year¡¯s seminar, which marked its 10th anniversary in 2019, was attended by 38 delegates from 22 countries, including the United States, Germany, Italy, Kuwait and Indonesia. The NARS International Seminar started off in 2010 with only six Asian countries, but has since grown into a prestigious international seminar with the participation of 22 countries from every continent. In addition, this year saw an increase in the number of delegates from high-ranking positions, including Secretaries-General and Chiefs of Parliamentary Libraries. This reflected the seminar¡¯s rising status and reputation.

The seminar discussed the ¡°Functions and Roles of Parliamentary Research Services in Reinforcing Parliamentary Capabilities¡± and focused on ¡°Legislative Impact Assessment for Better Legislation¡± and the ¡°Current Status and Future Directions of Parliamentary Diplomacy.¡± In the four-session seminar, delegates from 20 countries presented case studies on their legislative impact assessment systems and suggestions for good practice. Following this, the delegates took part in in-depth discussions on the role of parliamentary diplomacy in addressing global issues. The seminar provided a platform for all participants to share their expertise on parliamentary support and learn from each other¡¯s experiences.

Notably, the seminar held a video conference with the participants of the International Seminar hosted by the European Parliamentary Research Service (EPRS) in Brussels, Belgium. This video conference connected the seminar participants to a wider range of countries. The interaction will also serve to strengthen bilateral cooperation between NARS and EPRS after both signed an MOU in September.

The Chief of NARS, Kim Ha-joong, remarked ¡°We hope that the international seminar provides an opportunity for key members of the parliamentary research services from around the world to cooperate in building an international network. We also hope participants will share their own expertise and experience in legislative support activities so as to find ways to deal with the problems faced by each parliament.¡± In addition, NARS will take the initiative to form a coalition of parliamentary research services from across Asia and strengthen international cooperation.
