 On March 8, 2019, NARS and Korean Constitutional Law Association (led by Chancellor Moon Jae-wan, PhD) co-hosted a conference on "The 1919 Independence Movement of the Republic of Korea, 100 Years of the Korean Provisional Assembly and Tasks of the Constitution," which was held at the auditorium of the National Assembly Memorial Hall.

One-hundred years ago, after establishing the Korean Provisional Assembly and government, leaders of the Korean independence movements publicly declared the national independence of Korea on March 1 and proclaimed that the national sovereignty is under the people and democratic management of the state. The name 'Republic of Korea' was used for the first time.

The preamble to the current constitution stipulates that it succeeds to the provisional government. Accordingly, this conference was held to listen to what experts have to say about the constitutional meaning of the Independence Movement on March 1, the Korean Provisional government, and today's tasks.

The first and second sessions were led by Park Jong-bo (Professor, Hanyang University) and the third and discussion sessions were led by Kim Ha-yeol (Professor, Korea University).

In the first session, Jeong Sang-woo (Professor, Inha University) gave presentation on "The Independence Movement on March 1 and Democratic Republic," with comments provided by Seo Hee-gyeon (Research Professor, Kyung Hee University). In the second session, Jang Young-soo (Professor, Korea University) gave a presentation on "The Meaning for Succession of the Korean Provisional Government," which was followed by discussion between Choi Jeong-in (Legislative Researcher, NARS) and Lim Ji-bong (Professor, Sogang University). In the third session, Kim Soo-yong (Professor, Daegu University) gave a presentation on "Constitutional Historical Meaning of the Korean Provisional Legislative Institute and the Constitution of the Korean Provisional Government," with Oh Dong-seok (Professor, Ajou University) and Kim Hyun-jeong (Researcher, Konkuk University) providing discussion. Comments during these sessions and the final session's deeper discussion-among the participants, NARS legislative researchers and outside scholars-highlight the value and meaning of the Independence Movement to Korea's constitutional development.
