On Thursday, December 7, NARS held a policy seminar on ¡®Opening of the Legal Services Market in Korea: Local Trends and Policy Challenges¡¯ at the main conference hall.

NARS hosted the seminar to track changes in the market and to learn local trends since the third phase opening of the legal services market in Korea in July 2016. The aim of the seminar was also to bring about policy that responds to the changing supplier and consumer needs and that will further improve the legal services in Korea.

During the opening ceremony, Chung Syekyun, Speaker of the National Assembly delivered his congratulatory speech after Dr. Lee Nae Young, Chief of NARS, gave his opening speech.

Moon Jae Wan (professor at Hankuk University of Foreign Studies Law School) served as a moderator. Kim Duol (professor at Myongji University) gave a presentation on ¡®Local Trends in Legal Services Sector after the Liberalization of Korean Legal Market and Policy Challenges for Offering Overseas Service¡¯. Moon¡¯s presentation focused on response measures for the suppliers. He analyzed local legal service trends since the opening of the market and laid out plans for local attorneys to expand services to overseas market. In response, Kim Dae Won (professor at University of Seoul Law School), Shin Hyun Sik (vice president of International Affairs¡¯ Division on Korean Bar Association), Kim Yu Min (foreign legal counsel at Clifford Chance) and Yu Jae Kook (legislative researcher at NARS) shared their views on the topic.

Much of the findings were based on an earlier survey of in-house lawyers conducted by Hwang. Lee Gyooho (professor at Chung-Ang University Law School), Kim Joo-kyung (judge at Judicial Policy Research Institute) and Lee Byunghwa (Chairman of the Korea In-house Counsel Association) joined the panel discussion.
