Amid growing calls for amending the constitution, as well as reforming politics, prosecution and the media, NARS held a series of seminars reflecting the new era. The seminars were held to preserve with constitutional spirit and seek ways to reform.

From February 10 to March 2, four seminars were held starting off with 'Issues on Constitutional Amendment and Its Direction' which was co-hosted with the Korean Public Law Association. The seminar addressed problems of current constitution drawing upon 30 years of constitutional experience. To take a leap forward the seminar was divided into three sections which offered alternatives respectively: amendment to change power structure, enshrine basic rights, and decentralize power system.

This was followed by a third seminar, 'Looking into Power of Prosecutors and Its Legislative Tasks,' which was held on February 23. During the seminar, suggestions from participants ranged from launching of an independent investigation office against high-ranking officials' who commit crimes to rearrangement of investigation authority between the prosecution and police department in order to better secure the fundamental rights stated in the constitution.
