Chief of NARS (Dr. Lim Seong-ho) hosted the 6th International Seminar for Parliamentary Research Services on November 18 under the theme of 'Legislative-Executive Relations: Legislative Control of Executive Activities' at the National Assembly Members' Office Conference Hall #1.
With 40 attending delegates from 12 different countries in this year's 6th International Seminar, Dr. Lim opened the seminar by introducing the theme. The seminar proceeded with three main sessions: 1) Legislative-Executive Relations in Large Countries with Social Diversity (USA¤ýEU¤ýIndonesia¤ýUzbekistan), 2) Legislative-Executive Relations in Countries with Unicameral Parliament (South Korea¤ýTurkey¤ýVietnam), and 3) Legislative-Executive Relations in Countries with Cabinet Governments (Sweden¤ýAustralia¤ýJapan¤ýMalaysia).
In each presentation session, the delegates shared their case studies on how the legislative branch checks on the executive under different types of government structures. At the following Q&A sessions, delegates participated in a lively discussion on ¡ã Legislative-executive disaccord due to incompatibility between parliamentary legislation and administrative legislation, ¡ã Legislative control over executive branches with budget deliberation, ¡ã Public perception on legislative oversight over executive, and ¡ã Role of parliamentary research services in supporting legislative oversight.
On the following day, participants visited the Plenary Session Hall of the National Assembly and Changdeokgung palace for a post-conference tour. Through this successful event, participants reaffirmed their thoughts on further developing cooperative network among parliamentary research services of different countries, and NARS reassured its role as a deliberative arena to discuss legislative and policy issues.
