Dr. Ulrich Karpen Seminar at NARS
  On February 11, NARS invited the vice-president of the International Association of Legislation (IAL), Dr. Ulrich Karpen(Professor emeritus at the University of Hamburg), to hold a seminar on 'Institutionalization and Prospects of Legislative Impact Assessment in Germany'.

During the seminar, Dr. Karpen introduced the European legislative impact evaluation system which was adopted as early as 20 years ago. Since its adoption, the European Union, and central and local governments have all been carrying out the assessment. Dr. Karpen mentioned that this legislative assessment is now being used not only in the process of government lawmaking, but also in legislative and judicial branches. He also added that while the past assessment focused on administrative burden, current assessment evaluates all possible costs and moreover it is moving toward assessing the future impact of the legislation and regulations.

Dr. Lim Seong-ho and a number of staff from NARS and the Legislative Counsel Office of the National Assembly Secretariat participated in the seminar.
