Title - The Present State and Legislative Tasks of Whistleblower Protections System

Summary:The report introduces legislative tasks for the Act on the Protection of Public Interest Whistleblowers which was enacted in March, 2011.
It urges that amendments to the law merger, division, and/or abolition should all be reflected the Act. Moreover, the study suggests that the legislators should expand the protection of whistleblowers through additional legislation. The author addresses that this will lead to revitalization of the Whistleblower Act. The report also suggests a number of ways to guarantee protection of personal safety and confidentiality

Title - Problems and Solutions for Social Enterprise Support System

Summary:This report identifies problems and suggests solutions for the social enterprise support system, based on various opinions from surveys of and visits to social enterprises and local meetings.
This study points out that this one-size-fits-all support system for payroll costs, development costs, public procurement, and new market opening is because the government is spending excessively on job creation. Furthermore, it suggests specific solutions to enhance resilience and sustainability of social enterprises.

Dr. Koh Hyun-wook, Chief of NARS, held a joint seminar on 'How to Calculate and Manage Government Budget Deficit' with National Assembly member, Mr. Park Myung-jae.
During the debate, Professor Lee Jung-hee (University of Seoul) gave a presentation on problems and implications of the recent release of the government public debt assessment. The presentation was followed by an open discussion on how to rescue the current debtridden government. Experts from different fields discussed the need for modification of a range of public sector organization and standards of public debt. Participants also took part in a lively debate on how to manage government budget deficit in order to improve the government's fiscal soundness.
