#1 Field Survey Report
Title - The Current Operational Status of the Exhibits of Science Museums and Tasks for Their Improvement
Author : Kwon Seong-hun (researcher; Science, Media & Telecommunications Team)
Summary: This study was conducted by visiting and interviewing officials to assess the current operational policies on the exhibits of science museums. The report proposes five methods for improvement. First, there is a need to enhance the functions that build up and manage the overall policies. Second, other methods to improve the current service quality for the expansion of operating expenses should be considered. Third, an incentive system could be established relating to the expansion and renovation of facilities and the changes of exhibits. Fourth, the quality of the planning functions and capabilities for exhibits, education, and research must be strengthened. Finally, diverse education programs for the public-not just for students-are required to raise interest in and knowledge of science.

Title - The Regulatory Impact Analysis of the Partial Amendment of the Act on the Employment Improvement for Construction Workers

Summary: This report provides the results of the regulatory impact analysis of the partial amendment bill of the "Act on the Employment Improvement, etc. for Construction Workers." The government published the advance notice of proposed rulemaking in July 2013. This research was conducted by reassessing the attached regulatory impact analysis report.
The findings conclude that devising new regulatory measures is needed, as the non-payment of wages of construction workers has created social problems. However, since other regulations applied to construction workers targeted for similar purposes are already being implemented (e.g., the separate management of labor costs and the payment checking system), review of a possible regulatory overlap is required. Instead of designing a new regulation, the report recommends introducing complementary measures after reviewing the effectiveness of the existing regulations.
The cost-benefit analysis by the government is hard to rely on, as the results are based on assumptions with regards to the rate of unpaid wages in the public sector. Moreover, as there are many other vulnerable workers who need to be protected, adding new regulations to the public construction sector may led to unfairness.

A seminar on 'The Utilization of the Internet and SNS by the 19th National Assembly and Study on Communication Strategies' was co-hosted by the National Assembly Research Service (NARS) and the Political Forum for Unity (Chairman: Kim Sung-gon, member of the Democratic Party) at the National Assembly Members' Office Conference Hall on September 28, 2013. During the first part of the seminar, the participants held presentations and discussions about the results of the survey conducted by the NARS on the utilization status of the Internet and SNS by the 19th National Assembly and the impact of the Internet and SNS on the process of election and politics.
In the second part of the seminar, members of the National Assembly (on behalf of each party), professors, and journalists held a round-table discussion about political communication through the Internet and SNS by the National Assembly and political parties and the appropriate use of these technologies. Prof. Cha Jae-kwon (Dong-Eui University) and Director Kim Yoo-hyang (member of the Science, Media & Telecommunications Team of NARS) gave presentations. The seminar was presided over by Prof. Im Hyug-baeg (Korea University). Prof. Chang Duk-jin (Seoul National University) and Prof. Kim Min-jeon (Kyung Hee University) participated in the discussion panels.
Others joined in to participate in the second part of the round-table discussion:, Jhun ha-jin, member of the Sanuri Party; Choi Won-sik, member of the Democratic Party; Roh Hoe-chan, former member of the National Assembly and member of the Justice Party; the head of the political desk of JoongAng Ilbo (daily newspaper); Baek Ki-chul, editorial writer of The Hankyoreh (daily newspaper); and the presenters and panel discussants who had participated in the first round-table discussion.
