In order to solve the issues of income polarization and income inequality, this report proposes possible policy solutions from three different aspects: employment, finance, and social stability • #3 Issue Brief • Title - Status and Improvement of the Fishery Buyback Program • Published : July 29, 2013 • Author : Yu Jae Beom (researcher; Industry and Resources Team) • Summary : The fishery buyback program was launched in 1994 with the intent to reinforce the recovery of aquatic resources and the competitiveness of coastal fishing industry. More recently, the program has been reorganized via a government-appointed scheme. However, as pointed out in this report, several issues such as the unconstitutionality of fishery buyback method, actualization of cessation of business funding, and secure stability funding for disemployed fishing boat crew (fishermen) remain outstanding. The Busan North Port Redevelopment project is the first domestic port redevelopment project in Korea. Through this project Busan North Port is expected to be redeveloped into an area with a community park and become a center of coastal tourism and business.
