The object of this report is to introduce the main contents of the newly proposed Basic Pension Scheme by the Korean government and related debates and arguments in 2013.
This report deals with comprehensive debates which started from the outcome of the Commission on Presidential Transition. This report also analyze the outcome of the National Happiness Pension Commission, the government draft bill and its final version.
This report concludes as follows. Firstly, basic pension scheme should make a strategy not to discourage the long?term insurers of the National Pension Scheme.
Secondly, government should prepare additional measurements to compensate the low replacement rate of the current National Pension Scheme especially for the long-term insurers.
Thirdly, incremental and flexible approach to the current basic pension scheme is necessary at this moment. The government bill could be revised whenever we would finds out some shortcomings of it in the near future.
Fourthly and Lastly, basic pension scheme is supposed to give huge financial burden to local government. Central government should prepare detailed and subspecialized standard of financial support to each individual local government respectively.
