Chief of NARS Visits the EPRS, ICG, and IPIRC



The delegation of the National Assembly Research Service headed by the Chief of NARS, Dr. Koh Hyun-wook, visited the European Parliamentary Research Service (EPRS), Islamic Parliament of Iran Research Center (IPIRC), and other institutions from June 18 to 25, 2014.

EPRS, the European Parliament's in-house research department, was established in November 2013 to increase parliament members and committees' capacity to scrutinize and oversee the European Commission and other EU executive bodies. The delegation from NARS was briefed on the background of EPRS's establishment and its main roles by Mr. Anthony Teasdale, Chief of EPRS, and discussed the possibilities for mutual cooperation. In particular, Dr. Koh explained NARS's plan to host the 5th International Seminar for Parliamentary Research Services-which will focus on global trends in legislative impact assessment-and invited EPRS as it has vast experience in this area. Mr. Teasdale and the staff expressed their interest and gave a positive response.

Before visiting the EPRS, the delegation visited ICG (the International Crisis Group) to have a meeting with Mr. Joost Hiltermann, the Chief Operating Officer. Both sides discussed the research contents and methods of ICG in the field of international dispute and the review procedure of publications, as well as plans for mutual cooperation on issues concerning conflict on the Korean Peninsula.
 
 
Next, at the invitation of Dr. Karem Jalali, President of the IPIRC, the NARS delegation visited the IPIRC in Iran. The two organizations held a joint seminar and discussed the role of parliamentary research services, the legislative processes of Korea and Iran countries, and cooperation between parliamentary research services in the era of globalization. An MOU regarding exchange of information and human resources was then signed, with the intent to develop cooperative relations between the two organizations. Both sides were particularly honored to have Mr. Ali Larijani, the Speaker of the Islamic Parliament of Iran, attend the signing ceremony.

The purpose of the delegation's visits was to establish firm cooperative relationships with other countries' parliamentary research services. With continued professional and academic interchange with EPRS and IPIRC, NARS seeks to strengthen its core capabilities on the gathering and analysis of overseas legislative information, and international cooperation.
