Analysis on the Legislative Impact of Article 18-2 (Contributions for International Antipoverty) of the Korea International Cooperation Agency Act

This report assessed the legislative impact of Article 18-2 of the Korea International Cooperation Agency Act which governs the contributions for international antipoverty. The Republic of Korea introduced the system in 2006, however there have been issues regarding its legal aspects and political aspects. The analyses of the system are as follow:

To start with, as there has been controversy over the fact that the contributions are managed as ‘shares’, and they do not amount to the exception of comprehensiveness of budget, it should be thoroughly examined. In policy aspect, if the improvement of the system is based on the case of France, the size will increase, therefore the supplementary nature of the case will reinforced. After certain period, however the ratio is likely to be decreased. With above analysis, the legislative and policy tasks for improvement are as follows:

Firstly, the characteristic of the contributions for international antipoverty shall be clear to be that of national finance. Secondly, for the contributions to be a proper supplement for traditional development revenues, there shall be a following effort of increasing the size. Thirdly, to expand the innovative development revenue that complements traditional ODAs, there shall be means of development revenues other than the current contributions for international antipoverty.
