Problems and Mesures for Improvements on the Assistance Support System for Persons with Disabilities

Recently, the paradigm has shifted for the persons with disabilities to raise the quality of life by assisting them to live self-reliantly. Among many systems for persons with disabilities, the most noticeable one is that of the activity assistance support for persons with disabilities.

The activity supporting assistant service that started with the enforcement of the Act on Welfare of Persons with Disabilities on April 2007, properly implemented since 2011 when the Act on Activity Assistant Services for Persons with Disabilities was enacted. This report examines the contents and problems of the activity support assistant service and concludes with plans for policy and legislative improvements.

The recipients for the assistant service are those who are of first and second disability ratings, over 6 and under 65 years of age, hampered by substantial long-term impairment in daily life or social activity. They are again rated from first to fourth ratings, and different rates of payments are granted based on the ratings. The services include 1) activity assistant, 2) visiting bathing service, and 3) visiting nursing service. The activity supporting institutions are responsible for the payments, and relevant staff gives actual services.

The report examines the problems of the activity assistant service in two aspects: utilization and management. To start with the problems regarding utilization, firstly it is too difficult to be qualified to use the service. Secondly, the right of choice of beneficiaries is limited. Thirdly, the quality of the service is questionable. With regard to the management, firstly the activity supporting staff works in a poor environment. Secondly, the gap between each staff in terms of gender and age is massive. Lastly, as the wage of supporting staff is low but the recipients are heavily reliant on the staff, it is highly likely to cause dishonest request for payment.

The report presents following solutions to solve above problems. Firstly, the standard for application shall be eased. Secondly, the number and wages of the supporting staff shall be increased. Thirdly, the right of choice of beneficiary shall be guaranteed, and the staff shall be institutionally protected. Lastly, the quality of service itself shall be improved.
