NARS Successfully Holds the 5th International Seminar for Parliamentary Research Services



Chief of NARS (Dr. Lim Seong-ho) hosted the 5th International Seminar for Parliamentary Research Services on 21 November 2014 under the theme of 'Supporting Better Law Making: the Role of the Parliamentary Research Services' at the National Assembly Members' Office Conference Hall #No. 2.

During the morning session of the 'Parliamentary Review on Legislation and Policies: Its System and Case Studies', Mr. Dae B. Park of the Government Accountability Office of the United States gave a keynote speech on 'The Parliamentary Review on Legislation and Policies', followed by country-specific case study presentations by Dr. Kazem Jalali of the Islamic Parliament of Iran Research Center and Mr. Farrukh Mukhamedov of the Institute for Monitoring of Current Legislation in Uzbekistan. At the following discussion session, delegates explored ways on how to develop an evaluation standard for good law making and to overcome difficulties of policy evaluation with limited time and resources. Mr. Park also explained about the relations between the Government Accountability Office (GAO) and Congressional Research Service (CRS).

Mr. Werner Bussmann, a specialist on legislation evaluation and federalism issues of the Federal Office of Justice in Switzerland, opened the afternoon session with a keynote speech on 'Legislative Impact Assessment: History and Characteristics', followed by a case study of Korea by Dr. Kim Jun, head of Environment and Labor Team of NARS. Dr. Kim also introduced Legislative Impact Assessment (LIA) of the NARS and its progress, stressing the need for further systematization of the project.

After the presentation session, delegates participated in a lively discussion on ways to reinforce ex-ante impact assessment and improve network among parliamentary research services on LIA. A genuine discussion on why law makers should understand the legislative impact assessment before introducing the system in parliament, and potential problems it could create was also raised.

Thirty delegates from 10 different countries participated in this year's 5th International Seminar, which lasted for 3 days. Through this successful event, participants reaffirmed their thoughts on further developing cooperative network, and NARS reassured its role as pivot for international cooperation among parliamentary research services.
