The International Community's Sanctions against North Korea: States and Tasks

The report presents following contents.

Firstly, it analyzes the current state and limits of the UN sanctions against North Korea. The United Nations Security Council has continuously sanctioned the deviant behaviours of North Korea. The report illustrates recent resolutions containing sanctions against North Korea, namely Resolutions 1718, 1874, 2087, and 2094 in detail. It also reviews the limits shown during the procedure of implementation of sanctions.

Secondly, it examines the current states of sanctions of individual countries against North Korea. As the characteristics and degrees of sanctions depend on the situations of each country, therefore the report illustrates each sanction of the country, rather than categorizing them.

Thirdly, it discusses the plans to improve the effects of sanctions, including 1) the strengthening of cooperation between UN Member States; 2) adoption of intense resolutions; 3) enactment of the Act on Sanctions against North Korea; and 4) attracting China to join the sanction, etc.

As it is not mandatory for the Member States to implement the UN sanctions against North Korea, therefore the international community tends to neglect the implementation. Therefore, the opinion for a plan to strengthen cooperation between the Member States for implementation of the resolution is persuasive.

The adoption of intense resolution, namely including military action to measures of sanctions against North Korea has been controversial.

In the medium to long term, there have been comments on the government of the Republic of Korea to establish the legal ground for sanctions against North Korea like Japan and US where already have the relevant law.

The most important variable for the effect of sanctions against North Korea is the role of China. So far, China has claimed to solve the North Korean nuclear issue with negotiation and discussion rather than punishment because China cannot ignore the national interest with North Korea.Therefore, in the long term, the government of the Republic of Korea shall consider the policy to increase its strategic value for China.
