This report studies examines the current state of work handover for the chiefs of the local governments and aims to address outlines the legislative challenges for a successful transitionjob takeover. The Author of the report includes conducted a research conducted on a transition committee that operated during the June 2010 local elections in June 2010. Up until now there has been no legal basis for the establishment of the transition committees. The committee was temporarily led by the head-elect. Therefore, to avoid confusion during the early phase of local government leadership and to secure stability and consistency, it is necessary to have a valid legal basis for running operating a transition committee.
