[A Study on the Legislation for Attracting, Developing, and Retaining High Quality Teachers in Rural Schools in Korea] Lee, Duck-Nan(National Assembly Research Service) Ryu, Ji-Yeon(National Assembly Research Service) In Korea, rural schools have been experiencing difficulty in serving consistent educational school activities because of lack of teachers' enthusiasm and their frequent transfer and it turns out that the student academic achievement is comparatively lower than that of urban schools. Accordingly, for educational improvement in rural areas, it is the most critical and urgent to attract, develop, and retain highly qualified teachers. Nonetheless, little is known about how effective to amend or enact legislation through the careful and thorough analysis. This paper offers promising practices to improve working conditions for incumbent teachers; (a) a measure to reduce teachers’ administrative workload, (b) a measure to give additional option points on promotion reflecting working experience in rural schools, (c) a measure to improve housing conditions for teachers, and (d) a measure to introduce many different kinds of monetary incentives or benefits and to increase the amount of allowances for rural school teachers. Furthermore, to attract and recruit new high quality teachers, some suggestions are as follows; (a) a measure to provide the future teachers conditional scholarships, (b) a measure to adopt student loan forgiveness programs guaranteed by the State, and (c) a measure to expand financial aids by the State and local governments and to increase the Superintendent’s autonomy in using financial aids. Provided that it initiates to have an in-depth discussion and make a progress for the legislations concerned with the propositions, it will ensure the stable supply of high quality teachers in rural schools.
