[A problem and improvement of school bullying policy: Focus on a proper guidance and discipline of bullies] As the growing of school bullying incidents at a school, the victims of school bullying have been increased last couple of years. However, a government policy was not effective to prevent school bullying occurring at a school. In addition, a law which is related with school bullying at school has been enacted to protect students from school bullying since 2004 but the contents of the law still need to be revised not to face with more victims of school bullying in the near future. In order to write the paper, the author visited various places such as junior high school, a counseling center and school for victims and bullies of school bullying, the city and provincial education offices to gather opinions for improving a government school bullying policy and a law for school bullying. The paper suggests several recommendations for a government policy and related law to cope with school bullying problems at schools based on the information and opinion from a school field. First, the government have to provide more financial and administrative supports for center and schools to educate victims and bullies of school bullying. Since the center and schools for students who involve with school bullying suffer the lack of workforce and financial sources to manage the facility and teachers. Thus, students do not get a sufficient opportunity to participate the counseling and education program. Second, the contents of counseling and education program for school bullying should be developed to make it work for students because the results of counseling and education program for school bullying were not good enough to stop a school bullying problem at schools. Third, we, including society, parent, local community should change a recognition for a school bullying phenomenon. We just think that school and teachers have to solve school bullying problems because the place where school bullying happens is a school. The entire society must maintain a proactive mind to stop school bullying problems at school.
